If you have a merchant account you can take credit card from anyone in any country, but if you are taking them over the phone or the internet you must be authorised for 'card not present' transactions.

If you are taking credit card details over the internet, specify that you want an 'internet merchant account'.

This is important.
'Card not present' transactions attract more fraud; if you do them with an ordinary merchant account you risk losing it.

You will then end up on a black-list, and will find it very difficult indeed to get another one.

It's a matter of risk management; face-to-face transactions are less risky than phone or internet. These in turn are less risk than g@mbling or p0rn-related ones.

The greater the risk the higher the 'discount' (the percentage of the transaction retained by the account provider).

Putting it simply, they're 'covering their asses'.
