Education grants are available in many areas. They are available for the continuation of adult studies, the progression of the education system for the very young, as well as for research in certain areas.

Do not forget though that it is not a matter of getting money to travel and study abroad. You have to "prove" to the granting agency that the course(s) is/are not possible for you to pursue in your own country. Many if not all grants agencies have a deadline for when your application, which includes your proposal, must be submitted by. Checking for that date before doing anything else would be best. Your proposal may be perfect, but if it does not reach the office on time, well, you may have to resubmit it at a later date.
